Advice appreciated - vinyl irregular shaped graphics

I'm looking at doing some vinyl graphics like those used on motocross bikes. It isn't clear to me how it is all done. They are irregular shapes on thick flexible vinyl about 18 mil thick. Originally I thought you would just print the graphic on vinyl then apply the adhesive to the print side then cut out the irregular shape. That way the graphic would be between the adhesive and vinyl and well protected. That seems like it would be a bit problematic though because you would have to align the printed out graphic with the vinyl cutter which I would assume might be a PITA.

Looking at other web pages some people are saying they use a protective laminate so the decals are up to 19 mil thick.

On top of all that I see we have thermal transfer, water based, and solvent based ink. So now I don't know if I want a combination printer cutter or if I need a printer then laminator then cutter. I also have no idea what print technology I want. Then we have tangential and swivel cutter ... too many options! I'm approaching this as something to do on the side and not a major investment so I'm looking to do it on the cheap. If it works out then I would consider investing more in to it. $2500 is one thing but $20,000 is out of the question.
