Very basic lighted sign questions

I'm not a sign maker but I have a 30 watt laser cutter and a Roland PNC-1600 flat bed vinyl cutter I use mostly to cut paper and thin plastic.

I want to make a sign for my wife's new business. I've made a few signs before but did not have to deal with the basics because I was modifying an existing sign. (just new vinyl)

It's going into an existing lighted sign, replacing a section of slide on lettering, so all the frame work is there.

Question1: I don't know what my option are for the sign blank. We can get clear acrylic at Lowes for $80 or order white acrylic on-line for $200. Can I use transparent vinyl on clear acrylic to make it colored? then put the sign graphics on top? Can I put the colored vinyl on the inside and the graphics on the outside? Am I barking up the wrong tree?

Question2: The existing sign was a lighted sign but has not worked in some time. There is no power going to the sign any more. We only need it lighted for a few hours in the evening. Anyone have any luck with low power lighting and a solar panel? The sign is 30" x 72" but does not need to be super bright.
