Applying Vinyl in Cold Temperatures i.e. A Hockey Rink

We have been making Dasher Board Advertisements for a hockey rink for a while now. After some trial and error we found that Oracal 3165 Vinyl with a 3 mil polycarb laminate worked well. However there are times when they don't stick as well. Whether that has to do with how clean the application surface is and how cold the rink is at the time they get put up is unclear. I am sure both issues factor in, but we can't control how and when they are out up by our customer. Does anyone know of better materials to use to make Hockey Dasher Advertisements?
